“TWO DESPERATE EXTORTIONISTS, DECLARED PROCLAIMED OFFENDERS IN SENSATIONAL EXTORTION CASES OF SHALIMAR BAGH, ARRESTED BY AATS/NORTH-WEST”

    Two desperate gangsters—parents of gangster Harsimran @ Badal, affiliated with the Jitender Gogi gang and wanted in multiple heinous crimes—have been arrested by AATS/North-West. 
    The duo was actively involved in multiple extortion cases and had been declared proclaimed offenders by the court. 
    Along with their son, they were booked under MCOCA and declared proclaimed offenders in that matter as well. They had been frequently changing hideouts to evade arrest
    INTRODUCTION:-
A team of AATS/North-West has achieved a significant breakthrough by arresting two proclaimed offenders:

1. Harvinder Singh @ Billu, S/o Hardeep Singh
2. Sukhbir Kaur, W/o Harvinder Singh @ Billu
Both are residents of Shalimar Bagh, Delhi, and parents of notorious gangster Harsimran @ Badal of the Jitender Gogi gang. The duo had been evading arrest since 2019 in two sensational extortion cases registered at PS Shalimar Bagh. They continuously changed their locations to escape police action.

    BACKGROUND OF CASE:-
On 01.09.2019, around 09:30 PM, one Vijay Kumar Bhatia, a resident of Shalimar Bagh, was abducted by Karanveer Bajwa (brother of Harsimran @ Badal). He was detained in a shop where he was brutally assaulted with iron rods by Harvinder Singh @ Billu and Sukhbir Kaur. The victim was threatened with dire consequences if he did not vacate his flats and transfer ownership to Harsimran @ Badal.
After the assault, the accused abandoned the victim near Bawana Canal and fled. Consequently, FIR No. 435/2019, U/s 365/387/394/120B/34 IPC, was registered at PS Shalimar Bagh. During the investigation, the accused failed to join the inquiry and were declared absconders.
    INFORMATION, TEAM & OPERATION:-
On 04.06.2025, AATS/North-West received secret information that the proclaimed offenders Harvinder Singh @ Billu and Sukhbir Kaur would be arriving at Mukarba Chowk, Mahendra Park. Acting on this tip-off, a raiding team was immediately constituted comprising SI Ravi Saini, SI Akashdeep, ASI Kiran Pal, ASI Vinod Kumar, HC Paramjeet, HC Parvinder, W/HC Manju, W/Ct. Shweeta, Ct. Sagar, Ct. Om Prakash, and Ct. Uttam. The team operated under the close supervision of Sh. Ranjeet Dhaka, ACP/Operations, and Inspector Jeetendra Tiwari (I/C AATS), under the overall supervision of the undersigned.
A strategic trap was laid at Mukarba Chowk, and both accused were successfully apprehended at the instance of the informer.
Further investigation revealed that Sukhbir Kaur is also wanted in another extortion case—FIR No. 52/2013, under Sections 387/34 IPC, registered at PS Shalimar Bagh—and had been declared a proclaimed offender in that case as well.
    CASES IN WHICH ACCUSED PERSONS WERE WANTED/INVOLVED:-

1. FIR No. 435/2019 U/s 365/387/394/120B/34 IPC, PS Shalimar Bagh.
2. FIR No. 277/2019 U/s 188 IPC, PS Shalimar Bagh.
3. FIR No. 674/2018 U/s 3(1)/3(2)/3(4) MCOC Act, PS Shalimar Bagh.

    PROFILE OF ACCUSED PERSONS:-
1.    Harvinder Singh @ Billu S/o Hardeep Singh Originally from Punjab, later settled in Delhi. 
•    Former truck driver.
•    Joined his son Harsimran @ Badal in criminal activities in North-West Delhi.
•    Involved in extortion, attempt to murder, and MCOCA cases.
•    Arrested earlier in 2011 in an assault case along with his son. 
2.    Sukhbir Kaur W/o Harvinder Singh @ Billu Born in Gurdaspur, Punjab
•    Studied up to 5th standard.
•    Moved to Delhi post marriage and resided in Shalimar Bagh.
•    Joined her son's gang in 2013 and engaged in extortion activities.
•    Previously arrested in extortion cases and involved in MCOCA and attempt to murder.
       
Further efforts are being made to identify their involvement in other cases.
