Manipur, Assam based inter-state narcotic drug cartel busted.
    Commercial Quantity – 45.6 Kg fine quality Opium worth more than Rs. 02 Crores international market, has been recovered.
    Two accused persons namely Surjeet Singh & Pargan Singh have been arrested

A team of Special Cell/Northern Range led by Inspr. Rakesh Kumar and Inspr. Amit Nara under the supervision of Shri Rahul Kumar Singh, ACP/NR & STF, has busted an inter-state drug cartel by arresting two of its key members, namely 1. Surjeet Singh s/o Sardool Singh r/o Tarn Taran Road, Amritsar, Punjab (Age-40 years) 2. Pargan Singh s/o Manjit Singh r/o Amritsar, Punjab (Age-39 years) and 45.6 Kg fine quality Opium worth more than Rs. 02 Crores international market recovered from the possession of arrested persons.

DEVELOPMENT OF INFORMATION
The Special Cell of Delhi Police is continuously working against drug suppliers and committed in busting these cartels. In the process of the same, the sleuths of the Special Cell/Northern Range came to know that an inter-state narcotic drug cartel is active in the states of Assam, Manipur, Punjab, Delhi/NCR, etc. Further, a specific secret information was received that some Manipur based syndicate indulged in the regular trade of high-grade Opium, which was to be sold in the areas of Delhi and Punjab. This input was further developed through surveillance and it took about 4–5 months of painstaking efforts to develop the information. With a view to further develop the information about the drug syndicate indulged in supplying of drugs in Delhi / NCR area, the team visited several areas of Assam at several occasions and developed further sources.
OPERATIONS
On April 27, 2025, the team efforts finally bore fruit when a specific information about two persons namely Surjeet singh @ Vicky & Pargan Singh, resident of Amritsar, Punjab who work for one Sonu who is based in Jorhat, Assam (a drug trafficker) would come near sec 37 Rohini, Delhi, to supply high grade Opium to the contacts of sonu of Jorhat was received. Accordingly, a raiding party was constituted and a sharp vigil was maintained at the spot. Meanwhile, Surjeet Singh & Pargan Singh arrived at the spot in a Grand i10 car and consequent upon being spotting them as well as after positively identified by the informer, the raiding team swung into action and all the above-mentioned persons were apprehended.  Total 45.6 Kg fine-quality Opium was also recovered from their possession and a case under relevant provisions of NDPS Act was registered at the PS Special Cell in this regard and investigation was taken up.
MODUS OPERANDI AND GIST OF INTERROGATION
The arrested accused persons were thoroughly interrogated, and they disclosed that they were part of an inter-state narcotics syndicate.  The accused Surjeet Singh @ Vicky disclosed that he is an aide of one person namely Sonu currently based in Jorhat, Assam and works as carrier to supply Opium along with Pargan Singh to various contacts of Sonu in Delhi & Amritsar.  The accused Pargan Singh procured Opium from border area of Myanmar and brought to Jorhat, Assam. Thereafter, the Opium was carried from Jorhat, Assam to Delhi & Amritsar by using different modes of transport. The carriers of consignment adopted unique/innovative techniques to hide heroin in their vehicles. Surjeet Singh @ Vicky and his associates used a private car in which they made a secret cavity inside the back seat of the car where they stored the Opium and transported it to the receivers.  The recovered heroin was to be supplied to one of the contact of that person (A) in the area of Delhi/NCR.

PROFILE
Surjeet Singh @ Vicky is a resident of Amritsar, Punjab and was born at same place. He has studied till 10th standard. He used to work as carpenter along with his cousin Pargan Singh and his friend Sonu.  Later on, his friend went to Assam and started working there. Last year, his friend Sonu called him and Pargan Singh to Jorhat Assam and told them earlier he was conducting the business of wholesale supplier of Supari, but incurred losses hence he had started the business of supply of illicit Opium from North East to Delhi & Amritsar. His friend Sonu also promised them a handsome payment for their work i.e. RS 50,000 per trip to each. He started working as driver to supply the Opium on the direction of his friend Sonu. He used to supply contraband drug by hiding in secret cavity in the cars in Jorhat, Assam.
Pargan Singh is a resident of Amritsar, Punjab and was born at same place. He has studied till 8th standard. He used to work as carpenter along with his cousin Surjeet singh @ Vicky and his friend Sonu.  Later on Surjeet @ Vicky’s friend Sonu went to Assam and started working there. Last year Sonu called him and his cousin Surjeet @ Vicky to Jorhat Assam and told them about the business of supply of illicit Opium from North East to Delhi & Amritsar. Sonu also promised them a handsome payment for their work i.e. RS 50, 000 per trip to each.

    2 Mobile phones used in the drug trafficking also confiscated.
Further investigation is in progress.
