    Two members of Interstate Narcotics Drug cartel arrested.
    Arrested Vinay Pandey, having long criminal history is indulged in illegal drug trafficking for the last 2 years.  
    841 gm fine quality contraband ‘Amphetamine’ seized. 
    Value of the recovered contraband is Rs. 25 lakh.
    Seized contraband Drug was bought from Pratapgarh, UP.
    The seized Amphetamine was meant to be supplied in Delhi/NCR. 
A team of Special Cell/Northern Range led by Insprs. Anuj Nautiyal & Chandan Kumar under the supervision of Sh. Rahul Kumar Singh, ACP/Special Cell/NR has arrested two members of Interstate drug cartel namely (i) Vinay Pandey S/o Kamlesh Pandey R/o Pratapgarh, UP age 37 yrs. and (ii) Vishal Suji S/o Late Rajenderpal Suji R/o Derawal Nagar, Delhi age 55 yrs. with effective recovery of contraband Amphetamine weighing 841 gm. The vehicle i.e. car used for trafficking the Psychotropic substance has also been impounded. As per the notification of Ministry of Finance (Department of Revenue) dated 21.10.2001, specifying small quantity and commercial quantity, the commercial quantity of Amphetamine is 50 Gm.  
INFORMATION AND OPERATION:
            The dedicated team of NR/Special Cell relentlessly started developing information about Interstate drug cartels active in Delhi/NCR. Subsequently surveillance was mounted and concurrently the team identified a UP based drug cartel indulged in drug trafficking in Punjab, Haryana & Delhi. Finally, the team efforts bore fruits on 27/04/2025, when a specific information regarding movement of a member of drug cartel at near Nirankari Ground, Mukherji Nagar to deliver a consignment of manufactured drug to his associate was received. Accordingly, the team swung into action and a trap was laid at the spot of proposed drug deal. The team succeeded in apprehending two accused persons namely (i) Vinay Pandey S/o Kamlesh Pandey R/o Pratapgarh, UP age 37 yrs. and (ii) Vishal Suji S/o Late Rajenderpal Suji R/o Derawal Nagar, Delhi age 55 yrs. with effective recovery of banned contraband Amphetamine weighing 841 gm which was to be supplied in night clubs of Delhi/NCR. A case under the appropriate section of NDPS Act was registered at PS Special Cell, Delhi and investigation was taken up. 
           During investigation, it transpired that accused Vinay Pandey, previously involved in 04 cases of robbery, Arms Act & NDPS Act is a habitual of dealing in Psychotropic substance since last 02 years. He is an active member of UP based drug cartel supplying Psychotropic substance in Punjab, Haryana & Delhi/NCR. Vinay Pandey brought the seized Psychotropic Substance in his Verna Car from Pratapgarh, UP and the same was to be supplied/sold in the night Clubs/Bars of Delhi/NCR. Further, it also transpired that one Vishal Suji also came in contact with members of this drug cartel and he joined them to earn easy money.  
PROFILE AND INTERROGATION OF ACCUSED PERSONS
    
1.  Accused Vinay Pandey (age 37 years) is resident of Village Pure Vanshidhar,  P.S. Patti, Pratapgarh, UP and has studied upto class 12th. After discontinuing the studies, he started working as labourer in factory. Gradually he fell in bad company and started indulging in petty crimes. He came in contact with Lavi Mishra, a notorious criminal of Pratapgarh, UP having more than dozen criminal cases of heinous nature registered against him. Lavi Mishra lured Vinay Pandey in drug trafficking business. Vinay Pandey takes manufactured drugs from UP and further supplies the same to buyers on cut basis. Lavi Mishra has recently been arrested by Gurugram Police for supplying contraband in DLF/Gurugram, Haryana. Vinay Pandey received the recovered Amphetamine from Pratapgarh, UP and came Delhi by his car to deliver the same to Vishal Suji.

  4. FIR No. 61/25 dated 28/02/25 u/s 25 Arms Act & 22 NDPS Act, PS Sujangang, Jaunpur, UP.

2.  Accused Vishal Suji (age 54 years) is resident of Deraval Nagar, Delhi. He completed 12th class in 1989 and took admission in Kirorimal College, DU but did not complete his graduation. He runs a car workshop at GT Karnal road, Deraval Nagar, Delhi. During lock down his business suffered losses, which further continued. To meet his financial needs, he started working as property dealer but this also could not help him much. Then, he came in contact with UP based drug cartel through one of his known and started working for them.  

       Further interrogation of arrested accused persons is in progress to identify their remaining associates and members of the syndicate.
